All,
Beginning
today, I will number each transmittal that entails some type of policy or
procedural guidance change in line w/ HHS travel requirements, both Domestic/NF
and International.
Below is
a cable which we received from HHS.
Please make wide distribution of this information.
We have
been receiving many angry calls from State about cables for country clearance
being sent way too late. One traveler
headed for Geneva was denied clearance today, this is especially embarrassing
since the Ambassador to Switzerland is from HHS. Exceptions will be made for emergency response missions, criminal
investigations, and last minute inspections, but if nonessential travel
information is not in to the Office of the Secretary 30 days prior to departure
that is grounds for denial. DOS only
requires a weeks notice for the cable - this is not a difficult deadline. I
have spoken with irate staff at DOS that has said they are willing to make the
process as simple as possible, for travelers that do not require embassy assistance
- state will approve over the phone. ALL THEY ASK IS ONE WEEK NOTICE. Lets make
this happen.
