As a result of the recent GAO Decision and corresponding meetings by a select group of NIH officials representing a number of IC's and this office, on the above subject, we are attaching two matrices. One outlines the use of appropriated funds for the providing of light refreshments and meals while the other outlines the use of gift funds for the same purpose. The matrices will be incorporated into the NIH MC 1160-1 "Entertainment" for a source of reference. These matrices will supersede all similar previously issued documentation.
