The Central Services Budget Branch (CSBB) within Central Services Business Operations Division (CSBOD) is responsible for the following:

  • All phases of the budget formulation and execution for the NIH Central Service Offices and Centers (CSOCs). 
  • Responsible for reviews and presentations required for both formulation and execution of CSOC activities. 
  • Develops the NIH Management Fund (MF) and NIH Service and Supply Fund (SSF) President's Budget and Congressional Budget Justification. 
  • Prepares distributions of NIH MF and NIH SSF assessments and other shared corporate costs to the NIH Institute and Centers (IC). 
  • Records receipts and facilitates distribution of budgetary and financial resources received under the authority of the Federal Technology Transfer Act (Cooperative Research and Development Agreements/CRADA and Royalties). 
  • Provides all fund control responsibilities, including preparing reports for OMB and others, associated with non-appropriated funds at the NIH (Gift Funds, Royalties, CRADAs, PCORI, etc.). 
  • Propose options for financing CSOC operations or centrally funded assessments.
  • Coordinate the review of budget recommendations with the NIH Steering Committee and its various working groups. 
  • Analyzes budget requests for compliance with NIH Budget Office and the NIH Management and Budget Working Group (MBWG) guidance.
  • Provides budget execution support for the NIH SSF and NIH MF, which includes providing budget allocations, collecting resources, and monitoring commitments and obligations for all central service organizations, including Reimbursable Agreements. 
  • Ensures funds are being used appropriately and that funds are apportioned in compliance with public law, including OMB Circular A-11.
  • Provides oversight for obligations during a continuing resolution, contingency planning for shutdowns, and unforeseen emergency resource needs.
  • Prepares information on current or historical budget-related data for Congressional inquiries and preparation for budget hearings.
  • Prepares the annual Clinical Research Center assessment to the ICs. 
  • Retrieves data from nVision to prepare special reports and analysis on a variety of topics of interest to the NIH leadership. 
  • Reviews and provides comments on all OMB, Treasury, DHHS budget and accounting policy and procedures proposals. 
  • Represents NIH on various committees, such as the government-wide DATA Act Committee and the DHHS SSF Working Group.
