Gifts

The National Institute of Health (NIH) is a federally funded agency and is not a fundraising entity; however, Congress has authorized the NIH to accept gifts and donations to support its research and mission.   

Gift funds are separate from the appropriation (funding) that NIH receives from Congress each year for basic operating expenses and administrative costs. Projects supported through the Gift Fund may vary from year to year depending on a NIH Institute's research priorities. Those priorities include, but are not limited to:

• Special fellowships to train young scientists in research,
• Support of efforts to recruit scientific staff,
• Dissemination of vital health information to patients, health professionals, and the public.

Types of Gift Funds:

• Unconditional Gift Fund (UGF) – A gift in which the donor imposes no conditions or restrictions on its use or has no conditions to be met in order to obtain the gift. 
• Conditional Gift Fund (CGF) - A gift which the donor imposes some conditions or restrictions on its use or has a condition to be met in order to obtain the gift.
• Patient Benefit Fund (PBF) - A gift to support the needs of Clinical Center Patients.​ 

Cooperative Research and Development Agreements (CRADAs)

CRADAs are formal research and development agreements of limited duration and scope between investigators and their colleagues from industry, academia, and elsewhere (other federal agencies, state and local governments, non-profit and not-for-profit institutions.)

The purpose of a CRADA is to make Government facilities, intellectual property, and expertise available for collaborative interactions to further the development of technological information into useful marketable products.

Office Responsibilities​:​​

• Retrieves gifts, donations and CRADA funds from the various Treasury sources,
• Records collections in the NIH Business Systems (NBS) (at the appropriation level) and in the OFM SharePoint application,
• Confirms accurate recording of Gift and CRADA Funds in the NIH NVision application,
• Prepares allotment schedules for collections and adjustments that have been accepted to be allocated,
• Sends allotment schedules to OFM's Central Services & Business Operations Division (CSBOD) to allocate funds at the allotment level for all Institutes and Centers.
