The Office of Financial Management (OFM) provides central accounting and reporting for all NIH financial transactions.  OFM is responsible for establishing financial management policies and procedures to assure NIH's core financial management systems meet existing and emerging Treasury, GAO, OMB, and Departmental mandates. 

OFM serves as an essential partner in providing accounting and financial management services to support the NIH's scientific and biomedical research communities.  OFM comprises five divisions for which these services are coordinated for both internal and external customers.

About the Director

Ms. Glenda Conroy became the Director of OFM in December 2015. Prior to OFM, Glenda served as the Director for NIH's Office of Management (OMA) and Associate Director for Management/Executive Officer for the National Institute on Drug Abuse (NIDA).  In these capacities, Ms. Conroy oversaw successful management of acquisitions, administrative management, financial management, grants and information resource management.
 
Ms. Conroy's other assignments include Deputy Chief Financial Officer at the HHS Program Support Center (PSC) and Director of Financial Enterprise Solutions and Deputy Director of Financial Management at the Food and Drug Administration (FDA). Glenda retired from the U.S. Military as a Captain in the Air Force Reserves.
 
Glenda Conroy received an MBA from St. Francis University; a Master’s Certificate in Project Management from George Washington University; the Project Management Professional certification; a BS in Business Information Systems from the University of Pittsburgh; and is a certified public accountant, information systems auditor and internal auditor.
