The OFM Fellowship team provides accounting and payment services to the NIH Institutes and Centers in support of the NIH Fellowship Program. The team disburses approximately 5,000 payments monthly to Fellows. They are also responsible for entering payments into the NIH Business Systems (NBS), certifying payments in the U.S. Treasury System, responding to payment inquiries, and resolving payment issues.

In addition, the team disburses monthly health insurance payments to the Foundation for Advance Education in the Sciences (FAES). Finally, during tax season they issue over 5K 1099-G and 2K 1042-S tax forms to Fellows.

Important Facts to Remember:​

  • Fellowship stipends can only be paid to non-FTE individuals who are considered to be in a training status and who do not already provide service to NIH.

  • Traineeships are contingent upon submission of acceptable proof of US citizenship, resident alien status, or non-resident alien status with a valid working visa and medical evaluation if applicable.

  • Stipends are disbursed on the 1st business day of each month via direct deposit. Those Payees who have not established an electronic transfer to their bank accounts, will receive stipend payments by check. Checks payments may take up to 15 business days to receive. In order to assist us in reaching the Treasury goal to reduce the issuing of paper checks, Fellows are strongly encouraged to establish direct deposit by completing an ACH form with their Administrative Office.

  • OFM does not provide tax advice. Trainees should consult their local IRS office and/or tax advisor if they have questions about the applicability tax codes, what steps to be taken regarding tax obligations, and any concerns they have regarding their own situations.

  • 1099-G tax forms are generated and mailed to Fellows by January 31st. The 1042-S tax forms are sent by March 15th.

  • ​Address changes for Fellows must be update in Fellowship Payment System (FPS) no later than December 31st. The address field on the IRS form is extremely limited, so when providing an updated address, kindly abbreviate where possible to ensure proper delivery.
