​​​​About Scientific Review and Evaluation Activity (SREA)

The OFM SREA team handles SREA payments on a biweekly basis and is also responsible for preparing tax documents for Reviewers. They utilize the SREA Honorarium and Reviewer Payment System (SHaRPS), which was designed to support the SREA Management Service Center in ensuring timely and accurate payments to scientific reviewers. The SHaRPS application facilitates payment tracking and includes a reporting function for OFM and other stakeholders.

Office Responsibilities​:​​

  • Process reimbursements for reviewers, covering travel, incidentals, meals, and other approved expenses beyond per diems,
  • Verify transaction data for accuracy and completeness, addressing any discrepancies,
  • Confirms accurate recording of funds against Treasury sources to avoid out of balance transactions,
  • Ensures all payments comply with applicable laws, regulations, policies set by the Treasury and the NIH,
  • Certify payments,
  • Addresses inquiries or discrepancies related to payments or tax documents,
  • Generate IRS 1099-NEC tax documents,
  • Collaborate with cross-functional teams to resolve payment-related issues and improve processing workflows.

  1. How are the payments made to Reviewers?

  2. The payments are made either by direct deposit to Reviewer's financial institution or by check.

  3. When can I expect my tax form?

  4. Tax forms are generated and mailed out to the Reviewers by January 31st and reported to the IRS.

  5. ​Will taxes be withheld from my SREA payments?

  6. No, the Office of Financial Management does not withhold taxes. For any questions regarding paying taxes, please visit the Internal Revenue Service’s (IRS) website or contact a tax advisor for assistance.

  7. Why didn’t I receive my tax document?

  8. You may not have received your tax document if your payment did not meet the IRS-required reportable income threshold. OFM does not issue 1099 tax documents to Reviewers who total payment amount is under $600. Additionally, if your address was not updated, this could have also prevented you from receiving your 1099 form
